Support Throughout the TVR Journey
The sixth point on the star quilt emphasizes:

- job-related services

Once the IPE is written, approved, and signed, the TVR counselor collaborates with the participant to implement the outlined services. Each IPE is tailored to the individual, so the services required to achieve successful employment outcomes will vary. The IPE should clearly indicate start and end dates for each service, and both the counselor and participant share responsibility for fulfilling them.
Before beginning a job search, the participant and counselor assess the type of employment that aligns with the participant’s goals. Job-related services include job search, job development, job placement, and on-the-job (OTJ) supports. These services do not require searching for comparable benefits or services.
Job search involves actively seeking employment by identifying opportunities, applying for jobs, and creating a structured plan with a time frame for job-seeking activities. A successful job search requires careful planning, consistent follow-through, and a positive attitude.
Core Practices
Implement IPE Services
- Follow the approved IPE to provide all services, payments, and amendments according to TVR policy.
- Ensure participants actively engage in services and make progress toward their employment outcomes.
- Identify and document comparable services and benefits (e.g., Medicaid/Medicare, PELL grants, private insurance, Veteran’s Administration services, worker’s compensation, childcare).
- Maintain thorough case notes documenting services, participant progress, and any IPE amendments.
- Close cases when employment is not pursued or possible.
Provide Job-Related Services
- Job Search
- Create a structured plan and time frame for job-seeking activities.
- Key steps include identifying job openings, researching positions and employers, determining salary expectations, selecting job locations, preparing application materials, practicing interviews, organizing for interviews, and following up.
- Treat the job search as a structured activity requiring consistent effort and follow-through.
Job Development
- Locate opportunities that match participant skills, interests, and needs, including necessary accommodations.
- Establish relationships with employers and networks, especially in Tribal communities.
Job Placement
- Align job placement with the participant’s vocational goal, skills, and interests.
- Provide guidance on applications, interviews, and job acquisition.
- Support participants and employers through placement to ensure accommodations and successful integration.
On-the-Job Supports
- Provide tailored support to improve job retention and success.
- Examples include job coaching, site training, assistive technology, natural supports, workplace accommodations, follow-up services, and job retention assistance.
