Post Employment Services

Post-employment services (PES) are provided after a participant case file is successfully closed but additional VR services are required for an individual to maintain, regain, or advance in employment consistent with their strengths, resources, priorities, concerns, abilities, capabilities, interests, and informed choice. The PES request should be relevant to the participant’s original vocational goal identified in the IPE, and must be limited in scope and duration. The goal of PES is for the individual to maintain or regain self-sufficiency on the job as quickly as possible with only minimal support. Best practices support that PES be provided within 12 months of case closure.

In accordance with AIVRS best practices, PES may be provided if an individual meets each of the following four criteria:

  • Participant has successfully achieved a minimum of 90 consecutive days of employment under an IPE.
  • Participant has a justified need for AIVRS support to maintain, regain, or advance in employment consistent with their strengths, resources, priorities, concerns, abilities, capabilities, interests, and informed choice.
  • Participant has had their case successfully closed within the identified time period for the AIVRS project.
  • Participant has VR needs that are limited in scope and duration, and will not require a complex or comprehensive level of service.

At the time of a successful closure, VR counselors must inform the participant of the availability and purpose of post-employment services as well the rights and responsibilities of the participant, including the responsibility to contact the VR counselor before leaving a job or if any problems arise affecting employment.

  • Any service can be provided under post-employment services, as allowable under regulations for IPE amendments. The VR counselor and participant must sign the post-employment IPE amendment, which is developed when PES are agreed upon by the counselor and participant.
  • The PES amendment to the IPE must contain the following components:
      • a description of the terms and conditions for the provision of all recommended PES;
      • the anticipated duration of PES; and
      • a required statement of how PES will be provided through comparable benefits, if another provider is necessary such as the State or a Tribal program.
      • The scope of services for PES varies and is based on the original vocational goal as identified in the original IPE.
  • A re-determination of eligibility is not required in order to provide post-employment services. The exception is when a complex or comprehensive rehabilitation effort is needed, requiring long-term, extensive, and multiple services, in which case a new application is completed and a new eligibility determination made.
  • The provision of PES is short-term and limited in scope to two or fewer significant services.
  • Supportive services such as maintenance, transportation, and personal assistance services may only be provided in conjunction with a primary rehabilitation service.
  • Provide services after the achievement of an employment outcome that are required for a participant to maintain, regain, or advance in employment consistent with their strengths, resources, priorities, concerns, abilities, capabilities, interests, and informed choice.
  • Address unexpected situations or problems that have arisen placing participant’s employment in jeopardy.

The purpose of the Post-Employment Services (PES) Tool is to provide AIVRS personnel with a systematic process to guide the provision of post-employment services.

  1. The VR counselor reviews the PES Tool after receiving the request for PES from the participant.
  2. The VR counselor provides a checklist, along with justification for PES support, to the AIVRS director/manager for approval.
  3. The VR counselor uses the PES Tool to implement the PES process per AIVRS project policy and procedure.

  1. Employment goal has been achieved.
  2. Participant has maintained a minimum of 90 days of employment in current setting.
  3. Comparable benefits have been utilized according to AIVRS project guidelines.
  4. Successful closure document completed.
  5. Closure letter has been mailed to participant.
  6. All post-employment IPE services are complete and closed.
  7. IPE has been amended to include post-employment services.
  8. Post-employment closure case note has been added to case file.
  9. Supporting documentation of employment has been added to case file.
